光緒十五年時(shí)，兩廣總督張之洞曾在廣州設(shè)立錢(qián)局來(lái)自鑄機(jī)制銀元，隨后，各省官員進(jìn)行紛紛效仿。到宣統(tǒng)元年二月時(shí)，為確定統(tǒng)一的幣制辦法，清政府專(zhuān)門(mén)成立了規(guī)范“幣制則例”的“幣制調(diào)查局”，為鑄幣做好條例準(zhǔn)備。直至宣統(tǒng)二年時(shí)，大清錢(qián)幣才最終確立了以“圓”為單位、銀為本位、一元為主幣等各種不同計(jì)量大小的錢(qián)幣成品，同時(shí)還在制作銀元的材質(zhì)、成色等方面，進(jìn)行了嚴(yán)格的把控，將貨幣的發(fā)行權(quán)重新收歸于清朝政府，這使得宣統(tǒng)銀幣在制作工藝和品相上更勝一籌。
