民國成立后，銀元流通狀況混亂，種類繁多，成色不一，難于統一管理。為了鞏固國內政局穩定，發展民族經濟，也為“制憲”和“稱帝”作準備，袁世凱發布《國幣條例》，毅然決定在全國“統一幣制”。是時，中華民國三年“袁大頭”銀元問世。
